Austroads releases climate adaptation guide for roads

Austroads has released a methodology for prioritising climate adaptation actions for transport assets, aimed at agencies assessing responses to climate-related risks.
Transport authorities face growing pressure to protect roads and related infrastructure from climate impacts while managing the cost of adaptation and recovery. The new approach is designed to help agencies compare different measures in a practical, consistent way before moving to detailed analysis or business case development.
The methodology addresses a gap that often sits between climate risk assessment and investment decisions. Agencies may understand the threats affecting their networks, but deciding which response should come first is often harder because future climate conditions remain uncertain, risks can interact, and some costs and benefits are difficult to capture through standard appraisal methods.
Joanne Vanselow, Environment and Sustainability Program Manager at Austroads, said the method is intended to support that early-stage judgement.
"Agencies may have several possible ways to reduce a climate risk, but each option will perform differently depending on the asset, location and circumstances.
Practitioners need to consider not only whether a measure will reduce risk, but also whether it can be implemented, adapted over time and justified as an investment," Vanselow said.
The framework uses multi-criteria analysis to assess potential actions against factors including effectiveness, flexibility and adaptability, whole-of-life cost, feasibility of implementation, social and economic co-benefits, and environmental impacts. This allows qualitative and quantitative evidence to be considered together, rather than excluding factors that cannot easily be expressed in monetary terms.
Under the approach, organisations can assign different weightings to the criteria based on their strategic, operational and regulatory settings. Practitioners are then expected to review trade-offs, apply professional judgement, and document the evidence and assumptions behind their choices.
Decision support
The methodology is intended to support preliminary assessment and prioritisation, not replace technical studies or formal investment approval processes. It is positioned as a tool for use during investment planning, options analysis and the stages before a full business case is prepared.
That distinction matters for agencies dealing with climate adaptation projects that may involve complex engineering, uncertain return profiles and broader community impacts. By setting out a structured process at an earlier stage, Austroads aims to help transport planners narrow a wide field of possible responses before committing time and money to more detailed work.
Vanselow said local conditions still need to shape final decisions.
"Climate adaptation is not a one-size-fits-all exercise.
The methodology gives agencies a consistent basis for comparing options while recognising that decisions must reflect local risks, priorities and operating conditions. This provides a stronger foundation for selecting measures that warrant further investigation," Vanselow said.
Action library
The methodology is accompanied by a Library of Adaptation Actions covering more than 60 measures for road-related infrastructure. The library is intended to help practitioners identify potential responses and understand where particular actions may be suitable.
It includes information on the application of each measure, possible barriers to use, maturity and available case studies. Austroads has also included researched parameter values that offer indicative guidance for converting selected costs and impacts into economic terms where detailed local data is limited.
Those values are only a starting point and should be checked against local conditions, asset-specific information and jurisdictional requirements. That caveat reflects the practical challenge agencies face when comparing adaptation options across different geographies, asset classes and operating environments.
The release comes as transport networks face more frequent disruption from extreme weather and as public sector infrastructure owners look for clearer ways to assess resilience spending. Roads, bridges and associated assets often have long life cycles, complicating decisions about whether to defend, retrofit, redesign or relocate infrastructure exposed to future climate hazards.
Standard business case models do not always capture avoided losses, service continuity, social effects or environmental gains with precision, especially when outcomes may not be visible for years. A method that accepts both financial and non-financial evidence may therefore appeal to agencies seeking a more structured way to shortlist options without overstating certainty.
Austroads said the methodology should be strengthened over time through testing and a broader evidence base on adaptation costs, avoided damage, service impacts and recovery outcomes. It has also called for the action library to be expanded with implementation experience from practitioners working on transport assets.
The methodology does not displace professional judgement, detailed technical studies, jurisdictional business case requirements or formal investment approval processes.
