Austroads issues guidance linking road design & safety

Austroads has issued new guidance on integrating road design, traffic management and road safety across transport projects. The framework explains how its three core technical guides can be used together.
It aims to bring disciplines that often work on the same network into a more consistent process, from early planning to operational review. It covers strategic network planning, project scoping, design, implementation, and the later reconfiguration of transport facilities.
At the centre of the framework is the principle that the context and objectives set when a project is first defined should remain consistent throughout the asset's life. This can provide a shared reference point as teams assess options, refine designs, and make operational changes.
The approach also calls for multidisciplinary teams to stay involved throughout the project cycle, rather than handing work from one specialist group to another. That marks a shift from more segmented delivery models, in which safety, design, and traffic operations may be considered at different stages with limited overlap.
Michael Nieuwesteeg, Road Safety and Design Program Manager at Austroads, said the guidance is intended to address that disconnect.
"Safety should not be considered after the important planning and design decisions have already been made. Road safety, road design and traffic management expertise all need to help shape the objectives, options and decisions that determine how a transport facility will perform," Nieuwesteeg said.
The new material brings together concepts used across the Austroads Guide to Road Design, Guide to Traffic Management, and Guide to Road Safety. These include Movement and Place, Level of Service, the Safe System approach and Safe System End States, safe mobility, context-sensitive design, design domains, and the role of speed.
Transport professionals use these ideas to balance road function, user needs, and the surrounding community context. By setting them out in one document, Austroads aims to reduce the risk of practitioners applying them in isolation or at different points in a project.
Broader audience
Although the framework is aimed at practitioners in road safety, design, and traffic management, it is also relevant to people involved in transport planning, policy, program development, strategic decisions, and high-level budgeting. That broader audience reflects the emphasis on setting objectives early and carrying them through procurement, delivery, and operation.
The guidance identifies distinct actions for different groups. Road safety specialists are urged to get involved early enough to influence project objectives, options, and concept development. Road design practitioners are told to draw on road safety and operational input during design development, while traffic management specialists are asked to consider safe mobility alongside network operation and performance.
Project sponsors and decision-makers also have a role. They should establish clear objectives at the outset and keep them consistent through planning, delivery, and operation.
Guide updates
The work is expected to inform future updates to the three Austroads guides that underpin the framework. Those publications are widely used across Australia and New Zealand by agencies, consultants, and contractors involved in road network planning and delivery.
In practice, the guidance addresses a long-standing issue in transport projects: different expert groups often contribute to the same infrastructure but may define the problem differently or enter the process at different times. Austroads argues that decisions on layout, speed, network function, and user priorities are closely linked and should be considered together rather than sequentially.
That position aligns with broader transport policy trends that place greater weight on safety outcomes earlier in project development. It also reflects the growing use of concepts such as Movement and Place, which can require trade-offs between traffic flow, access, amenity, and the needs of different road users.
Nieuwesteeg said the best results come when those perspectives are shared rather than isolated.
"The most effective solutions are rarely the result of a single discipline working alone. Better decisions are made when practitioners understand the perspectives, concepts and constraints of neighbouring disciplines," Nieuwesteeg said.
The framework also links technical choices to how infrastructure functions in the wider network and community. On the concepts brought together in the guidance, Nieuwesteeg said: "These concepts influence how transport infrastructure serves different users and operates within its surrounding network and community."
